Wisconsin’s “Bitcoin Rights” Bill AB471 Exempts Payments, Self-Hosted Wallets, Nodes and Staking from Money Transmission License

According to COINOTAG News on September 30, citing Bitcoin_Laws, the state of Wisconsin has introduced the “Bitcoin Rights” initiative through bill AB471, which seeks to exempt individuals and businesses from the requirement to obtain a money transmission license for activities such as accepting payments, using self-hosted wallets, running nodes, developing software and staking.

If enacted, AB471 would materially reduce the compliance burden for non-custodial service providers and technical contributors by clarifying which crypto activities fall outside existing money-transmission frameworks, potentially affecting how firms structure custody, payments and operational risk controls.
