Uzbekistan Changing Bitcoin Mining Rules
Bitcoin mining in Uzbekistan is undergoing significant changes with the country’s primary crypto market regulator approving a framework for licensing crypto mining operations.
The National Agency for Future Projects of Uzbekistan (NAPP) has issued a decree regarding the licensing of crypto mining operations, restricting such activities to legal entities only.
Beyond banning individual miners’ operations, NAPP has also mandated the use of resources such as solar energy for mining. However, miners may continue to use Uzbekistan’s unified energy system in specific cases, although the document does not specify what these cases entail.
Uzbekistan’s crypto monitoring body has required companies to establish a dedicated room for mining equipment setup and to conduct crypto mining only from registered addresses. The rules also mandate that crypto mining companies pay mining fees set by regulators in a timely and full manner.
Privacy cryptocurrencies banned
Additionally, NAPP has banned miners from concealing “anonymous” cryptocurrencies or transactions that operate on anonymity. Officials are referring to privacy-focused cryptocurrencies that allow users to hide network transactions. NAPP stated:
“The Agency also calls on all citizens to refrain from attempting to operate in the field of circulation of crypto assets without obtaining the appropriate license and to act within the legal framework.”
It is unclear whether NAPP’s latest crypto mining document is the most recent decree establishing a framework for mining in Uzbekistan. The local government has repeatedly issued similar documents in recent years, reiterating that Uzbekistan citizens are not allowed to make payments with cryptocurrencies or engage in mining digital coins. Such a decree was signed by Uzbekistan’s President Shavkat Mirziyoyev in April 2022.
